The Affordable Housing Omnibus (HB 2621) bill creates new resources to develop affordable rental housing, establishes property tax policies to help keep rents affordable, and strengthens requirements for communities with very small stocks of affordable housing to develop plans to remedy the shortage. We worked closely on the bill with Senators Mattie Hunter, Sara Feigenholtz, and Ann Gillespie, and Representatives Will Guzzardi and Curtis Tarver.

The hard-won COVID-19 Emergency Housing Act (HB 2877) creates strong protections for Illinoisans struggling to pay their rent or mortgages due to the pandemic, and helps ensure that people with the lowest incomes and most severe housing needs can access federal rental assistance. It also includes provisions to seal all eviction records between March 2020 and March 2022 upon filing. Representative Delia Ramirez and Senator Omar Aquino were our chief sponsors.

Federal funding has been crucial to keeping people housed during the pandemic and helping to promote an equitable recovery. We advocated with members of Illinois’ congressional delegation throughout the year regarding the importance of these resources.

State and local governments are receiving $834.7 million in emergency rent assistance this year from the December 2020 COVID-19 relief package. Moreover, through the American Rescue Plan, Illinois is receiving more than $1.5 billion to prevent evictions and foreclosures and end homelessness. Our federal advocacy is greatly assisted by our partnership with the National Low Income Housing Coalition and other national organizations.

We also advocated for the State of Illinois to maintain a significantly longer, stronger eviction moratorium than the federal moratorium, and worked on education efforts to help people understand eviction protections.

A heartbreaking number of people are facing housing insecurity at a time when it is clearer than ever that housing is healthcare, and we are facing challenges both new and old as we head into the new year.

As we work to meet these challenges and build a better future for everyone, we are taking a moment to reflect and honor the resilience of individuals and communities throughout Illinois. We are inspired by the ways in which Illinoisans have come together to meet urgent needs, and we are grateful to our members and partners for your hard work in the midst of constant change and uncertainty.

We want to share the bright spots that have carried us through the past 12 months, and we invite you to join us in finding silver linings from 2020.

We successfully advocated for significant federal COVID-19 housing-related relief—and for Illinois to prioritize this funding for people and communities disproportionately affected by COVID-19.

Federal Funding

We advocated alongside the National Low Income Housing Coalition for more than $12 billion in funding for HUD, which was included in the federal CARES Act passed by Congress in March. Illinois communities were allocated $332.6 million of the funding for three HUD programs:

$118.6 million through the Emergency Solutions Grant (ESG)

$212.1 million through the Community Development Block Grant (CDBG)

$1.8 million through Housing Opportunities for Persons with AIDS (HOPWA)

These funds are being used to serve the basic human needs of people experiencing homelessness, renters, homeowners, and others impacted by the pandemic.

State Funding

The final FY2021 Illinois state budget includes $310 million in COVID-19–related rent and mortgage assistance—the largest commitment of federal Coronavirus Relief Fund dollars from the CARES Act for housing assistance by any state, and a critical win for Housing Action and the state of Illinois. Of this, at least $100 million was designated to meet the needs of people in the areas most impacted by COVID-19, which are disproportionately communities of color. In total, by the end of 2020, these funds will assist 42,000 renter households in maintaining their homes through a commitment of $210 million in funding. In addition, thanks to $100 million in grant funding, 10,000 homeowners will avoid foreclosure.

New Homebuyer Assistance Programs

On December 1, our 2019 advocacy efforts continued to pay off with significant returns when Governor Pritzker and the Illinois Housing Development Authority (IHDA) announced the commitment of $60 million in state capital budget funds to create two new homebuyer assistance programs. These programs will help Illinoisans overcome barriers to homeownership, with a focus on serving disinvested communities and people of color.

Opening Doors, or Abriendo Puertas, is designed to provide a safe and affordable lending program that allows families across Illinois to achieve a path to homeownership and asset building. The SmartBuy program will increase home purchase accessibility for low- to moderate-income borrowers across Illinois affected by increasing student loan debt. Combined, the two programs will assist 6,500 to 7,000 households.

The committed funding is a portion of the $200 million in capital budget funding we and our partners successfully advocated for in 2019. The remainder of funding will be committed over the next few years, with an estimated equal split in funding to benefit both renters and homeowners.

As a Housing Counseling Intermediary, Housing Action secures funding from HUD and passes it through to our affiliated housing counseling agencies that provide direct services to renters and homeowners in need. We also help our affiliates with administrative functions, and assist each agency to ensure it meets program standards and client needs.

This year, we were allocated $1.3 million in funding from HUD—the highest award we’ve received to date. With our support, our 32 affiliated housing counseling agencies are able to be more efficient, provide more comprehensive services, help more people, and create more change in their communities.

During FY20, our affiliates helped 10,074 households understand their housing options, 3,370 households improve their housing situation, 910 households purchase their first home, and 340 households avoid eviction.

Our trainings, workshops, and webinars are designed to meet the unique needs of housing organizations and help housing counselors and other nonprofit housing professionals build their skills and knowledge.

When counselors began working from home during the pandemic, we offered A Primer on Virtual Housing Counseling. This overwhelmingly popular training reached its 150-person capacity within 90 minutes of registration opening, so we organized a second session to meet the demand. We also shifted our place-based Fundamentals of Rental Counseling training to a virtual format to help counselors respond to the large increase in renters seeking their services due the pandemic.

To help counselors keep up with continually changing rules and regulations regarding evictions and foreclosure as the COVID-19 pandemic developed—and to prepare counselors for evolving needs as the situation continues—we facilitated trainings with legal experts and veterans of the 2008 foreclosure crisis.

Meanwhile, our Online Study Group continues to help housing counselors prepare to pass the individual certification exam and become HUD certified. More than 1,000 counselors from across the nation have participated in the study group since its launch in 2018.

They worked on projects ranging from creating virtual infrastructure for organizations to collecting data to illustrate statewide housing inaccessibility.

We want people to care about and understand affordable housing. This means changing the way we talk about it—and making sure people are talking about it. The more people pay attention to housing issues, the more they understand and the more momentum we build for meaningful change.

In 2020, we focused on shaping media narratives, especially in response to the pandemic. Between talking with reporters and writing our own articles, Housing Action ended up securing more than 50 media placements. We also created messaging guidance for our member organizations on talking about housing during the COVID-19 pandemic.

At the beginning of the year, we co-published A Place to Call Home, a collection of stories by people who have experienced homelessness that grew out of our 2019 Storytelling for Change workshop series with the Supportive Housing Providers Association. In the spring, we co-released the National Low Income Housing Coalition report Out of Reach 2020 in Illinois. The report finds that in order to afford the average modest apartment in Illinois, a worker must earn $21.30 per hour—more than twice our state minimum wage. The report highlights the barriers many families face in complying with stay-at-home orders and advisories while dealing with the financial impacts of COVID-19.

Throughout 2020, we have continued to spotlight the work of our member organizations, projects, housing counselors, AmeriCorps members, and staff on our Latest Updates page.

While COVID-19 has impacted every Illinoisan in a multitude of ways, not everyone has been affected equally. The pandemic has unmasked and exacerbated the deep disinvestment in communities of color and the ways in which historical injustices and residential segregation continue to affect our everyday lives. During the course of the year, public health experts have consistently urged us to stay home, but not everyone has a home—or has a safe, stable home.

Many Americans have a new, deeper understanding of just how important a stable home is to both individual and collective well-being. This provides an opportunity for housing and homeless advocates to solidify an understanding of housing as healthcare, forge new alliances, and take steps toward long-term solutions.

As we respond, recover, and rebuild after this public health crisis, we need to expand housing opportunities in a sustainable way, not just create band-aid fixes. This is both necessary and within our reach; we can create new standards and develop better systems to ensure that everyone has a place to call home.

Securing a $200 million investment in affordable housing.

We worked to build support for investment in affordable housing—and successfully secured $200 million in the first capital budget in a decade. A capital budget provides funding for long-term infrastructure projects, spanning multiple years. In comparison, an annual operating budget provides day-to-day funding for state operations.

What’s the Impact?

The capital budget funding could help create an estimated 2,000 affordable rental homes and open opportunities to leverage other funding for affordable housing. In 2009, capital dollars that Housing Action helped secure were used to create 694 affordable rental homes. Funds were also used to promote affordable homeownership, helping 6,817 mostly first-time homebuyers: 862 bought previously vacant houses in communities hardest hit by the foreclosure crisis, and 1,902 were veterans.

What’s the Impact?

We will distribute the award to 33 housing counseling agencies that serve communities in Illinois, Indiana, Michigan, and Missouri.
Helping housing counselors get certified.

All housing counselors working for HUD-approved housing counseling agencies must pass a new national individual certification exam by August 1, 2020—so we’re helping housing counselors get ready to take the test. In addition to developing an online study group, our Capacity Building Specialist, Wanda Collins, shares study tips, practice test questions, and other resources in a Countdown to Certification email series to keep housing counselors on track.

What’s the Impact?

HUD-approved housing counseling agencies without at least one certified counselor on staff after the deadline will have to suspend counseling services. By helping housing counselors gain the knowledge, test-taking skills, and confidence to pass the certification exam, we’re ensuring that housing counseling agencies can continue to serve their communities. The online study group, now open to counselors from across the nation, has helped more than 420 attendees prepare for the exam this year.

Helping protect 6,000 children from lead poisoning.

Illinois has one of the highest rates of childhood lead poisoning in the country. Lead can cause numerous health issues—particularly in children, who absorb lead more easily than adults. We successfully advocated for new rules to implement the state law we advocated for in 2018. The law required that Illinois update its definition of an elevated blood lead level in accordance with CDC standards. In addition, penalties for violating lead prevention laws were increased in the new rules. We also worked to secure $6 million in new funding to implement the rules, bringing the total state funding for the Lead Poisoning Prevention Program to more than $12 million.

What’s the Impact?

6,000 children who had elevated blood lead levels based on the CDC standard—but not the old Illinois law—will receive mandated nurse care management and environmental inspections to identify lead hazards. Under the previous rules, only about 1,000 children would be eligible for both services.

Helping supportive housing residents share their stories.

To help residents of permanent supportive housing explore how they can tell their stories to make a difference, we facilitated a series of workshops in Mt. Vernon, Peoria, Rockford, Hillside, and Chicago in partnership with the Supportive Housing Providers Association. We also created a guide for supportive housing practitioners who are interested in helping facilitate storytelling workshops with their residents.

What’s the Impact?

The stories of people who live in supportive housing can shed light on important issues, such as what it is like to experience homelessness or live with mental illness or a disability. Stories are an effective tool for change, helping people connect, understand different perspectives—and take action. A publication featuring stories by the workshop participants will launch in January 2020.

We’re proud that some of our workshop participants are already speaking up about their experiences in a variety of ways, from testifying before legislators and presenting at conferences to speaking with the media!

Participant stories were featured in The ‘Hidden’ Crisis of Rural Housing by The Nation‘s Jake Bittle and Struggling for Housing by WSIU’s Steph Whiteside.

Helping to protect over 1 million people from housing discrimination.

One in three Americans has an arrest record before they turn 23. Blanket housing bans against people with records disproportionately impacts Black and Brown families, as well as people with disabilities; they are often an avenue for race- and disability-based discrimination. The Just Housing Amendment—a measure that will ensure housing providers in Cook County do not discriminate against applicants with records—passed this year, after more than four years of work by Housing Action and more than 100 other organizations supporting the initiative.

What’s the Impact?

The Just Housing Amendment will ensure that housing providers and authorities do not consider arrests, juvenile records, and sealed and expunged records when evaluating someone’s application for rental housing. It will protect potential tenants and homeowners from being denied housing based on convictions greater than three years old, and it requires housing providers to conduct an individualized assessment for applicants with a conviction on their record—considering factors such as the nature of the offense and how much time has passed since it happened. The amendment will protect more than one million residents of Cook County and their families by giving people with arrest and conviction records a fair chance at finding housing.

2. We passed a law to protect children from lead poisoning

This new law will update Illinois’s definition of elevated blood lead level for children, bringing it up to CDC standards. Bob Palmer, our policy director, co-authored an op-ed that explains how Illinois has the chance to become a national leader in preventing lead poisoning.

3. We hosted our largest Housing Matters! conference to date

Nearly 300 housing champions joined us in Bloomington for our annual conference. Participants shared their ideas and experiences and benefited from the “extraordinarily useful” workshops, “lively and empowering discussions,” and presenters who were “inspirational and gave strength to continue the daily struggle!”

4. We co-authored a new report, Prejudged: The Stigma of Eviction Records

The report, released in March, shows that 39% of cases in Cook County do not result in an eviction order or other judgement against the tenant, but these tenants still end up with a filing on the public record that makes it harder for them to find housing in the future.

5. We developed new trainings for housing counselors

We created an Online Study Group to help housing counselors prepare for the HUD Certification Exam. Each of the series’ five sessions teaches vital test information, quizzes participants on what they’ve learned, and answers the most pressing questions about the exam. 100% of study group participants who’ve taken the exam have passed! We also hosted our first training on Counseling Clients with Student Loan Debt. Attendees spent three days learning how to best offer student loan counseling as a new service.

6. We launched the Community Revitalization Challenge

This new initiative connects community-based organizations with financial institutions to design and implement projects that increase access to affordable housing at a local level.Over 40 community organizations and financial institutions met at our annual conference in October to discuss their initial community development ideas.

7. We traveled throughout Illinois to listen, talk, and connect with member organizations and communities

Half a dozen Housing Action staff traveled throughout Central, Southern, and Northwestern Illinois to engage with more than 126 individuals from 75 organizations during our summer Outreach Caravan. We hosted fair housing and storytelling trainings, listened to the challenges and successes of our member organizations, shared Housing Action updates, and identified ways we can meet the needs of and further connect with groups throughout the state.

8. Our VISTAs kept the future looking bright

Our network of 27 full-year AmeriCorp VISTAs and our second cohort of 30 VISTA Summer Associates helped increase the capacity of our member organizations by working on sustainable programming. Their projects ranged from researching food insecurity in Chicago Heights to supporting a Coordinated Entry program for people experiencing homelessness. These passionate individuals inspire us and keep us looking ahead to a new year filled with new successes.
