				<div class="et_pb_text_inner">When the governor’s shelter-in-place order took effect in March, Dove, Inc.’s Domestic Violence program saw a slight decrease in calls at first. But several weeks later, demand skyrocketed.</div>

				<div class="et_pb_text_inner">&#8220;A victim of domestic violence faces many challenges; however, during these times with COVID-19, they are faced with even more barriers,” Program Director Teri Ducy said in a post on Dove’s Facebook page. “For those who are living at home with their abuser during these times, during the &#8216;stay at home, stay safe&#8217; order, it’s not a safe option. For them, they are literally staying at home and trying to survive.”</div>

				<div class="et_pb_text_inner">Dove’s shelter continued operating, but to prioritize health and safety, the organization turned away visitors, canceled events, and stopped accepting donated items. The Decatur-based agency also operates a supportive housing program and suspended walk-in intake meetings, although it will still schedule in-person meetings when necessary.</div>

				<div class="et_pb_text_inner">Dove&#8217;s Homeward Bound program is the lead entity for the Macon County Continuum of Care and the Coordinated Entry point of contact for Macon County. During the pandemic, Homeward Bound has addressed emergency housing needs by providing motel vouchers and other services. The motel services were put in place following COVID-19-related closures of area shelters, along with adjusted hours for other service providers. </div>

				<div class="et_pb_text_inner">The Macon County Continuum of Care Governing Board convened and developed a plan of action to address needs during the public health crisis. The Coordinated Entry Outreach team sought out individuals who were unsheltered, conducted intakes in the field, temporarily housed people in the motel, and linked them with other services, including permanent housing. In addition, Homeward Bound provided every household with case management and follow-up services during their motel stay. </div>
			</div><div class="et_pb_module et_pb_text et_pb_text_7  et_pb_text_align_left et_pb_bg_layout_light">
				
				
				
				
				<div class="et_pb_text_inner">Homeward Bound also reached out to area landlords to secure potential housing units for rapid rehousing. As a result, many households only stayed in the hotel for a brief time. One such case involved a single mother and her four children. Dove was able to provide her with temporary shelter, case management, and relocation assistance. Although she was unemployed at the time, she sought assistance and has since gained full-time employment. She is now living in her new home. Her story is not an isolated event — the project has assisted with providing permanent housing for twenty-six households, with more opportunities pending.</div>

				<div class="et_pb_text_inner">Thanks to the Illinois COVID-19 Response Fund, Housing Action Illinois has been able to provide two $10,000 subgrants to Dove — one for May and June, and the second for July and August. The funds have supported Dove’s work providing interim housing and emergency shelter, short-term rental and mortgage assistance, utility assistance, and increased access to emergency food during the pandemic.</div>

				<div class="et_pb_text_inner">The first subgrant helped Dove provide 2,101 nights of shelter to thirty-one households. Sixteen households received rental and mortgage assistance, and two families received utility assistance. The agency also served a total of 467 meals. Dove estimates that it will be able to assist 50 people with the second round of funding.</div>

				<div class="et_pb_text_inner">As it did before the pandemic, Dove&#8217;s Coordinated Entry Outreach team meets with homeless service providers each week to review housing options and plans for individuals who have been identified through local outreach efforts. They then work to link the individuals with housing options, which may take the form of emergency shelter or permanent housing. Dove assesses each person’s need, and the most vulnerable receive top priority.</div>

				<div class="et_pb_text_inner">The agency’s Domestic Violence program has also continued its 24-hour hotlines during the pandemic. As of June, it is allowing some in-person counseling. It has also resumed limited group services.</div>

It serves Alexander, Hardin, Johnson, Massac Pope, Pulaski, and Union Counties.</div>

The Haven also has a commercial kitchen, which allows it to serve three meals a day, representing 2,500 meals each month. The shelter remains open and staffed 24/7.</div>

				<div class="et_pb_text_inner">But since the state&#8217;s shelter-in-place order took effect, the Haven lost 85 percent of its volunteers, which make up 2/3 of its staffing. The agency also had to cancel what is typically its largest fundraiser of the year.</div>

Counseling services were provided through phone, email, or online conversations instead of face-to-face meetings.</div>

Thanks to the Illinois COVID-19 Response Fund, Housing Action Illinois subgranted $10,000 to Western Egyptian to provide short-term rent and mortgage assistance, as well as utility assistance, to unstably housed individuals and families. The agency made assistance available to households earning less than 100 percent of the area median income.</div>

Two of the households that received assistance were ineligible for unemployment insurance, public benefits, or federal stimulus assistance.</div>

Now, due to the need for its 12 guests to safely shelter in place during the COVID-19 pandemic, FACC&#8217;s Chicago Avenue Mission is open 24/7. FACC’s shelter is the only homeless facility in Northwest Illinois, serving Stephenson, Jo Daviess, Ogle, and Carroll counties.</div>

Keeping the shelter open involves feeding guests three meals a day and requires increased staffing. Since the start of the public health crisis, FACC has been staffing the shelter 24/7 as well, preparing meals, implementing health precautions and conducting additional sanitizing, as well as attending to the needs of the clients.</div>

Clients also receive wellness check calls daily.</div>

Hope Haven also converted its classroom into a sleeping space to help clients stay at least six feet apart.</div>

				<div class="et_pb_text_inner">When the COVID-19 pandemic began, PADS of Elgin sheltered in place with their residents. No volunteers, donors, or others were allowed in the premises. Staff worked additional hours to meet their residents’ needs. To keep things as normal as possible during the lockdown, PADS held game tournaments and even an Easter Egg hunt.</div>

				<div class="et_pb_text_inner">Then PADS moved residents out of their shelter and into hotels to comply with the Kane County Health Department’s requirements. PADS continued to serve their residents with wellness checks and food deliveries, in addition to continued case management, transportation to medical visits, and housing services.</div>

				<div class="et_pb_text_inner">The hotel and additional services came with new costs. Providing services away from the shelter meant hiring additional staff and increasing staff hours. In addition to paying for hotel vouchers, PADS provided meals, protective masks, cleaning and sanitation supplies, and laundry services at the hotel. Providing protective gear for staff represented another cost.</div>

				<div class="et_pb_text_inner">Housing Action Illinois is helping to offset these increased costs with two $10,000 subgrants—one for May and June, and the second for July and August—thanks to the Illinois COVID-19 Response Fund.</div>

				<div class="et_pb_text_inner">With the first subgrant, PADS was able to provide 154 nights of shelter to 22 households, including 10 children. Providing guests with hotel rooms allowed PADS to safely accept new intakes and serve more people. The organization anticipates serving 50 individuals with the second round of funding.</div>

				<div class="et_pb_text_inner">Guests of Lazarus House’s emergency shelter normally live in a communal environment, bunking together, cycling through a buffet line, eating together, and sharing bathroom facilities — conditions the organization says worked well for the people they serve. </div>

				<div class="et_pb_text_inner">The COVID-19 pandemic complicated that. The living style at Lazarus House did not comply with guidelines of social distancing because they prevented residents from maintaining six feet of space.</div>

				<div class="et_pb_text_inner">The organization moved emergency shelter guests to individual hotel rooms, each with their own bathroom, to help the guests stay safe during the public health crisis. Staff now prepare and package meals and deliver them to the hotels daily. With clients offsite, Lazarus House has also had to get creative to provide case management. At the same time, the organization is working with reduced staffing to minimize the virus’s spread. </div>

				<div class="et_pb_text_inner">Alice, a single mother of two, came to Lazarus House after fleeing an abusive relationship. Although COVID-19 represented additional challenges in an already difficult situation, Executive Director Leanne Deister-Goodwin says Alice is rising to meet them. “Every time I see her she tells me how thankful she is to Lazarus House, and specifically to our donors, for making this fresh start possible for her as she stays safe and healthy while navigating a very new life,” Deister-Goodwin said in an email. </div>

				<div class="et_pb_text_inner">In recent weeks staff have also seen an increase in calls for help with rent and utility payments due to pandemic-related job losses. The organization warns that the funding it has budgeted for its Homeless Prevention Program is insufficient to keep up with the increase in demand. Lazarus House also predicts it will struggle to afford supplies and staffing, as well as costs associated with its food delivery services. </div>

				<div class="et_pb_text_inner">Housing Action Illinois is helping cover these costs with two $10,000 subgrants—one for May to June, and the second for July to August—thanks to the Illinois COVID-19 Response Fund. With these funds, Lazarus House hopes to serve 45 people in Kane County, where it operates.</div>

				<div class="et_pb_text_inner">So far, Lazarus House reports it has connected 38 households with interim housing and emergency shelter, representing 1,695 nights of shelter provided from May 1 to June 15. Eleven households have benefited from short-term rental or mortgage assistance, with 22 applications for assistance filed. In addition, Lazarus House has helped one household with utility assistance.</div>
