23 Organizations to Receive Subgrants to Support Housing Counseling for Households Facing Housing Instability

CHICAGO – NeighborWorks America has awarded Housing Action Illinois $1,051,776 in Housing Stability Counseling Program (HSCP) funding. Housing Action will be distributing funds to 23 subgrantee organizations, listed below, in Illinois, Indiana, Michigan, and Missouri.
Housing Action finalized our agreement with NeighborWorks America the week of October 11th, with our subgrantee organizations beginning their work as of November 1st. The Housing Stability Counseling Program will run through February 2023.

Illinois will recieve more than $4 million in total HSCP funding, which is part of the $100 million for housing counseling included in the American Rescue Plan Act of 2021, which was signed into law by President Biden on March 11, 2021. Housing Stability Counseling Program fund will support housing counseling programs, which will help guide households facing housing instability, including eviction, default foreclosure, loss of income, or homelessness.
“Housing Action Illinois is pleased to have secured HSCP funds for our intermediary network,” says Housing Action’s Director of Capacity Building, David Young. “The funds will allow our subgrantees to help more renters and homeowners experiencing housing instability.”
In August 2020, an estimated 30-40 million renters were at risk of eviction. As the pandemic continues to rage on, affecting families and individuals throughout the nation, Housing Action will continue working to meet the needs of households in Illinois and throughout the Midwest through our capacity building efforts.
Access Living, one of the 23 subgrantees, serves and advocates for people with disabilities. “We teach disabled people what they need to know about every step of the rental process, and if needed, the eviction process, so they aren’t taken advantage of,” said Wanda Lopez, a housing counselor at Access Living. “The HSCP funding we received is pivotal for us to continue this work helping disabled people navigate with the tools and resources they need to make good housing choices that work well for them, especially after the impact of COVID-19.”
