Empathy-driven enforcement is an approach to getting people to follow rules without using threats or punishment. During this training, Ryan Dowd, Executive Director of Hesed House and author of The Librarian’s Guide to Homelessness, will talk about how to use this system for working with people experiencing homelessness. Dowd has trained thousands of individuals and hundreds of organizations in working more effectively with homeless individuals and has conducted this training in nearly a dozen states.
